Bio: Thomas G. DiCianni received his undergraduate degree from the University of Illinois in Chicago, and his Juris Doctor from DePaul University College of Law. He is a member of the Illinois and Arizona bars, each of the Federal District Courts in Illinois, the United States Court of Appeals for the Seventh Circuit and the United States Supreme Court. Mr. DiCianni concentrates his practice chiefly on civil rights, tort and business litigation, the representation of governmental self-insurance pools and municipal law. He has served as the Chair of the Chicago Bar Association's Federal Practice Committee and Vice-Chair of the Defense Research Institute's (DRI) Governmental Liability Committee.

Mr. DiCianni has written and lectured extensively on various aspects of governmental liability, litigation and trial practice. He writes the Municipal Law Column for the Illinois Association of Defense Trial Counsel Quarterly. He was co-author of the article "Irrational Government" in the October, 2000, issue of DRI's For the Defense, and authored A Crash Course in Federal Land Use Law, in the November, 2001 issue of For the Defense. He co-authored a chapter on governmental tort immunity for the 2000 Municipal Law and Practice Handbook published by the Illinois Institute for Continuing Legal Education, and wrote DRI course book chapters on Rule 68 Offers of Judgment in federal cases, defending punitive damages, and the use of expert witnesses in civil rights litigation. He has spoken at programs sponsored by the DuPage County and Chicago Bar Associations, DRI, the Illinois Municipal League, the International Association of School Business Officials, the Public Risk Management Agency, and other groups. He has been lead trial counsel in many successful cases in federal and state courts involving claims under 42 U.S.C. §1983, Title VII and Title IX, the Federal Wiretap Act, state law defamation, wrongful death, general tort claims and business disputes, and also serves as a mediator for the Northern District of Illinois, Western Division, panel mediation program.
