Bio: Stewart H. Diamond has been an attorney with Ancel, Glink and its predecessor law firms since 1967. He received both B.A. and J.D. degrees from the College and Law School of the University of Chicago. He did graduate work in law at University College, Oxford, England, and has taught law at Northwestern University and John Marshall Law Schools. Mr. Diamond is a past Chairman of the Local Government Section Council of the Illinois State Bar Association, has served on committees of the Chicago and Illinois Bar Associations, and is a member of the Illinois Association of School Board Attorneys.

Mr. Diamond has represented many kinds of governmental bodies, including municipalities, park districts, school districts, including community college districts, and has served as a consultant to county governments. He has helped to organize or serves as general counsel to a number of intergovernmental agencies which provide or regulate utility services including water, sanitary sewer and cable television. He wrote the contract and by-laws for the first intergovernmental self-insurance pool in Illinois and serves as the corporate counsel for pools which provide coverage for property, general liability, workers compensation, errors and omissions and health and accident coverages. He has supervised the defense of hundreds of lawsuits filed against the members of these pools, and he has argued many cases before trial and appellate courts.

He is the founding General Editor of the two-volume Illinois School Law and the three-volume Municipal Law and Practice in Illinois, both published by the Illinois Institute for Continuing Legal Education. He chose the chapter topics for these widely-used handbooks, wrote outlines for the initial chapter authors, selected the authors and edited their chapters. He currently serves as a continuing Editor of these handbooks as well as a co-author of many chapters. He is the principal author of the Illinois Municipal League's Illinois Municipal Handbook, and a co-author of the handbook on Illinois Park District Law. He has written many magazine articles on governmental practices, and often appears as a speaker at seminars for newly-elected officials.

Mr. Diamond has worked with governmental bodies to assist them through a variety of economic, environmental, legislative and growth-related challenges. He and other members of the firm are often employed as Special Counsel to assist attorneys throughout the State in dealing with unusual or sophisticated problems. His wife, Shari Diamond, is a Professor of Law at Northwestern University Law School, and a Senior Research Fellow at American Bar Foundation. Their daughter, Nicole, is an Assistant Editor at Simon and Schuster in New York City.
