Bio: David S. Silverman is a partner with Ancel Glink Diamond Bush DiCianni & Krafthefer, P.C., and concentrates his practice in the areas of land use, economic development, and general local government law. Prior to his career as an attorney, David practiced as an urban planning and economic development consultant to both the cities of Chicago and Detroit, and several neighborhood development organizations.
As an attorney, David's experience includes preparing numerous zoning, subdivision and unified development ordinances, including creating innovative zoning regulations designed to implement and accomplish specific and unique land use goals. In addition, he advises plan commissions and zoning boards; preparing ordinances and comprehensive code revisions; negotiating and structuring complex annexations and real estate transactions; preparing various real estate documents, including easements, licenses, as well as subdivision and development agreements; negotiating and preparing various intergovernmental agreements; establishing tax increment financing districts, special service areas, and business development and redevelopment districts; and representing public bodies in front of the Illinois Commerce Commission. In addition, David has represented private and public sector clients on liquor licensing and regulatory matters, including matters in front of the Illinois Liquor Control Commission.
David is a frequent speaker at various land use and economic development law seminars, including presentations at the American Planning Association's National Planning Conference on preparing and implementing a unified development code and the use of planned unit developments to control modern large scale development. David has lectured on land use law topics at the School of Urban and Regional Planning at the University of Illinois – Urbana-Champaign and at the John Marshall Law School. In addition, he has written several articles and contributed to various publications on a wide array of land use and economic development topics, including co-authoring the current annexation and annexation agreement chapter in the Illinois Institute of Continuing Legal Education's Illinois Municipal Law Series (2006 Edition), authored the annexation and disconnection chapter in the latest version of the Illinois Park District Handbook published by the Illinois Association of Park Districts. Finally, David is working with several other professional planners, attorneys and other consultants from across the country to prepare a new American Planning Association policy guide on climate change and land use regulations. The policy guide is expected to be adopted and issued sometime after the American Planning Association's National Planning Conference in May 2008.
David is a member of the American Planning Association and the American Institute of Certified Planners.
