Bio: Adam B. Simon focuses his practice on local government law, representing municipalities, park districts and other special districts in a variety of areas, including commercial and land use litigation, zoning and economic development, public finance, real estate law and telecommunications.
Mr. Simon combines his experience in economic development and public finance to counsel municipalities on the leveraging of public debt financing and private investment to create new public improvements and enhance economic development opportunities. He has helped to organize a number of special service areas, business redevelopment districts and tax increment financing(TIF) districts. Mr. Simon has also served as issuer's counsel for the sale of general obligation, revenue and alternate revenue bonds. With respect to general public finance, Adam counsels the firm's clients on the preparation and calculation of the annual tax levy, preparation of the annual budget ordinance and cooperates with independent financial advisors to create capital expenditure plans.
Mr. Simon is an active member of the Illinois Chapter of the National Association of Telecommunications Officers and Advisors. Related to this interest, Mr. Simon has lectured or written on topics ranging from municipal broadband authority, federal preemption of local zoning authority over satellite dishes and cellular antennas, and E-mail and Internet use policies. Mr. Simon has broad experience in negotiating cable franchise agreements and leases for cellular antenna facilities, and litigating disputes arising from such agreements. Adam has also assisted our clients to regulate use of the right-of-way.
More recently, Adam has developed materials for our clients related to the regulation and siting of wind turbines, both for self-consumption and commercial wind farm developments. Other interests include election law and serving as hearing officer for administrative adjudication systems.
Mr. Simon received his undergraduate degree in Engineering and Public Policy with minor concentrations in Environmental Sciences and Economics from Washington University in St. Louis. He received his Juris Doctor from the Georgetown University Law Center.
